<P>PROBLEM TO BE SOLVED: To perform processes corresponding to events in real time even if many events are intensively detected at the same time, and to flexibly alter process contents corresponding to the event only by changing rules. Ž<P>SOLUTION: A monitoring device includes an event detection unit 24 which detects an event generation, and a rule retrieval unit 25 which retrieves a rule corresponding to the event detected by the event detection unit 24 from rules stored in a rule repository 23, and a rule execution unit 26 executes process contents in the event generation described in the rule retrieved by the rule retrieval unit 25.
