PROBLEM TO BE SOLVED: To provide an image forming device capable of preventing dielectric breakdown from being generated, and capable of forming stably an image of excellent resolution, even when forming a photosensitive layer of prescribed structure into a thin film, and an image forming method using the same. SOLUTION: This image forming device is mounted with an amorphous silicon photoreceptor having the photosensitive layer layered with a high resistance layer, a charge injection blocking layer, a photoconductive layer and a surface protection layer sequentially on a base body, this image forming method uses the image forming device, a film thickness of the high resistance layer has a value within a range of 1-4 μm, a film thickness of the photosensitive layer has a value within a range of 15-25 μm, and an absolute value of a solid bright potential of the photosensitive layer is brought into a value within a range of 20-100 V.
