<P>PROBLEM TO BE SOLVED: To prevent a packet loss or jitter from occurring, by suppressing traffic from being concentrated on an IP network even when the number of IP telephone terminals is increased. Ž<P>SOLUTION: Each of IP-PBXs 1<SB>1</SB>-1<SB>N</SB>originally generates a voice packet from voice data of an IP telephone terminal under control thereof, multicast-distributes the voice packet to the other IP-PBX, sorts voice data contained in a voice packet multicast-distributed from the other IP-PBX for the unit of a group, and transmits the voice data for the unit of a group to IP telephone terminals 4<SB>1</SB>-4<SB>6</SB>under control of the IP-PBX 1<SB>1</SB>that belongs to the relevant group.
