PROBLEM TO BE SOLVED: To provide a property verification system, a property verification method, and a program for increasing the verification efficiency of property verification. SOLUTION: An operation composition tool 31 compounds RTL circuit descriptions from operation level circuit descriptions. Also, a property generation part 32 generates operation level property from operation level circuit descriptions. Then, a property conversion part 33 converts the generated operation level property into RTL property.
