<P>PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor exhibiting the flame retardant operation of a flame retarder effectively in a solid electrolytic capacitor, where an oxide film is formed on a sintered body made of a valve operation metal and a solid electrolyte layer and a collector layer are successively laminated on the oxide film, and to provide a method of manufacturing the same. Ž<P>SOLUTION: In the solid electrolytic capacitor, where an oxide film is formed on a sintered body made of a valve operation metal and a solid electrolyte layer and the collector layer are successively laminated on the oxide film, a paste containing flame retardant powder and carbon dioxide powder is used in the solid electrolyte layer of a manganese dioxide. Also, in the method of manufacturing the solid electrolytic capacitor, a process for providing the paste layer containing flame retardant powder and manganese dioxide powder is included in the formation process of the solid electrolyte layer.
