<P>PROBLEM TO BE SOLVED: To provide a coupon issuing device for easily issuing a coupon with a proper discount amount for each time printed thereon by changing the discount amount in accordance with the elapsed time, and to provide a control method and a program thereof. Ž<P>SOLUTION: The coupon issuing device is provided with: a closing time storing part 41 for storing information on a closing time of a store; a timer part 36 for measuring the present time; a reading part 14 for reading commodity information attached or printed on commodity; a discount amount calculating part for calculating a discount amount being a discount rate or discount price of the commodity on the basis of a time between the present time and the closing time and the commodity information; and a coupon issuing part 13 for issuing a coupon C with the discount amount printed thereon.
