<P>PROBLEM TO BE SOLVED: To obtain a building cooling system which can efficiently reduce a cooling and heating load throughout a life cycle of a building, in the water film formation-type technology of reducing the cooling and heating load. Ž<P>SOLUTION: A cooling buffer chamber 16 with a double skin structure is equipped with a glass panel 94 which functions as an outer skin 36. Rainwater stored in a rainwater storage tank 150 is sprayed from a water spray pipe 152 by driving a lifting pump 156, so as to form the water film on the glass panel 94. The quantity of water sprayed from the water spray pipe 152 is controlled on the basis of the result of detection of intensity of solar radiation, velocity of wind, outside air temperature and inside air temperature.
