PROBLEM TO BE SOLVED: To easily align a light-receiving/-emitting element with optical wiring with high accuracy.

SOLUTION: The optical substrate includes: an insulating resin layer, one side of which is provided with electric wiring; the light-receiving/-emitting element, a light-receiving/-emitting part of which is disposed pointing toward the insulating resin layer side; and the optical wiring disposed in a position to be optically connected to the light-receiving/-emitting element, wherein the optical wiring is disposed in a groove formed by partially removing the insulating resin layer, and the surface of the insulating resin layer that has electric wiring and the light-receiving/-emitting side surface of the optical wiring are flush with each other.
