<P>PROBLEM TO BE SOLVED: To avoid degradation of a yield and degradation of productivity, in manufacturing a spark plug with an insulator with low mechanical strength. Ž<P>SOLUTION: In a second process, a terminal electrode 15 is inserted into a given position with an insulator 12 in a state heated above a softening temperature of first to third powder materials 16P, 17P, 18P, to make the first powder material 16P a first conductive seal material layer 16, the second powder material 17P a resistive element 17, and the third powder material 18P a second conductive seal material layer 18.
