<P>PROBLEM TO BE SOLVED: To manufacture many kinds of concrete products and bolt boxes for segments using a few kinds of cutting dies. Ž<P>SOLUTION: The cutting dies 24, 25 for the bolt box are fixed to predetermined positions of a form for manufacturing steel shell segment 20 having connecting bolt boxes 23A, 23B. In the case of forming the bolt box 23A, a basic cutting die 26 and a piece cutting die 27 are disposed to form an outline. The piece cutting die 27 is formed of elastic material, and the basic cutting die 26 is installed as a bolt box cutting die 24 between main girder plates 22, 22 of the bolt box 23A, and the piece cutting die 27 is elastically deformed and suitable for a gap.
