<P>PROBLEM TO BE SOLVED: To distribute unevenly a functional solute material onto a film surface without relying on a control of drying conditions of a coating layer that is single-layer coated, and not to require any change of a constitution of the functional solute material. Ž<P>SOLUTION: A method of manufacturing a functional film comprises an application liquid preparing process 12 of preparing an application liquid, a coating process 14 of single-layer coating a support 18 with the prepared application liquid, and a drying process 16 of drying the applied coated layer. In the application liquid preparing process 12, plural kinds of solute materials 1, 2 are contained in at least one of solvent 3, and at the same time, in the drying process 16 the solute material A having functionality is unevenly distributed on the film surface by selecting the other solute material B so as to satisfy the inequality A of D11<D22 when a main diffusion coefficient of the solute material A having the functionality among plural kinds of solute materials A, B represents D11, and a main diffusion coefficient of the other solute material B represents D22.
