PROBLEM TO BE SOLVED: To perform inter-vehicle communications and road-to-vehicle communications using the same communication frequency band inexpensively. SOLUTION: If a vehicle 1 on which an on-board communication device 2 is mounted enters into a communication area of an inter-vehicle communication device 4 that is provided in the side of a base station 3 and receives location information of a road-to-vehicle communication device 5, the on-board communication device 2 switches from inter-vehicle communication to road-to-vehicle communication. Then, the on-board communication device 2 performs road-to-vehicle communications with the road-to-vehicle communication device 5 at the timing that the vehicle 1 enters into the communication area of the road-to-vehicle communication device 5 provided in the side of the base station 3.
