<P>PROBLEM TO BE SOLVED: To provide a cooling blind capable of being easily used, manufactured into a single structure, and used as a water blind when it is hung under eaves. Ž<P>SOLUTION: The cold air is obtained by using water retainability and superior corrosion resistance of a reed blind while being simplified and flowing a small amount of water. The efficiency is changed by a size, numerical quantity and position of injection holes. A layer of sand, active carbon, cloth and the like is formed on an upper part of a water collection tank, and the filtered circulation water is circulated. A temperature of the outside air is lowered by generation of steam, when dew drips on the whole face of the water blind. As the humidity and cold air waft at a lower part of the inner blind by convection flow of temperature at an inner face of the blind though its outer face is subjected to direct sunlight, coolness can be obtained.
