<P>PROBLEM TO BE SOLVED: To provide a mobile communication system which ensures continuity of a session reflected with a user requirement with QoS (Quality of Service) taken into consideration when providing a service over different networks. Ž<P>SOLUTION: The mobile communication system is provided in which a plurality of different networks are present and mobile terminals are also movable even during session establishment between different networks. The mobile communication system includes a session continuation determination server to which a session switching request is applied that is sent out when one mobile terminal under the session establishment moves on the network and which determines whether to accept switching. The session continuation determination server includes a means for managing policy information which makes a status of QoS correspond to an action relating to switching in the session switching request, a means for capturing the status of QoS on the network of a moving destination, and a means for determining whether to accept the session switching based on the captured status of QoS and the policy information being managed.
