<P>PROBLEM TO BE SOLVED: To provide a magnetic recording medium excellent in short wavelength recording characteristics. Ž<P>SOLUTION: In a method of manufacturing a magnetic recording medium which is obtained by forming a magnetic layer by applying magnetic paint which contains magnetic powder and a binder on one main surface of a nonmagnetic support, the magnetic paint is manufactured by: a kneading process of kneading the magnetic powder and the binder with a first solid content concentration in a batch type kneading device to obtain a magnetic kneading object; and a dilution process which performs dilution even to a second solid content concentration lower than the first solid content concentration to obtain a dilution paint by using a batch type kneading device and a consecutive kneading apparatus arranged in series thereto.
