<P>PROBLEM TO BE SOLVED: To provide a catalytic material in which a noble metal is dispersed with sufficiently high dispersibility and which has sufficient catalytic activity. Ž<P>SOLUTION: The catalytic material comprises; a metal oxide; an organic group containing a functional group which can be bonded to an oxygen atom on the surface of the metal oxide and an atom which can be coordinated to a noble metal atom; and the noble metal atom forming a complex with the organic group.
