<P>PROBLEM TO BE SOLVED: To enhance the accuracy of linearization processing when creating vector data of a road by reducing a user's burden on the basis of an observation image obtained by photographing a ground surface from the air at high altitude. Ž<P>SOLUTION: An allowable range defined by both ends extending in a direction parallel with a road vector is set. Nodes are connected from a node at the end in turns so as to be placed within the allowable range. One unprocessed node is selected, and the farthest node connectable from the node by a straight line is detected. Nodes between a straight line that can be made by connecting the nodes are eliminated. Processing that is repeatedly performed up to the node at the end is subjected to all road vectors to update road area data.
