PROBLEM TO BE SOLVED: To certainly move a valve of an internal combustion engine to a retarded position for starting when the engine is stopped. SOLUTION: After an engine stop command is generated, a variable phase mechanism is driven to move the center phase of the operating angle of the valve, and also a variable valve train is driven. The variable valve train is controlled so that an area from valve opening to valve closing in a graph showing a change in valve lift with a horizontal axis plotting a crank angle and a vertical axis plotting a valve lift is larger than an area in an idle state. Thereby, the driving resistance of the valve received from a cam is increased and the moving speed of the center phase of the operating angle in a retard direction is increased. After it is confirmed that the center phase of the operating angle is moved to the retarded position for starting and locked, the variable valve train is so controlled that the area is reduced to an area for starting.
