<P>PROBLEM TO BE SOLVED: To quickly mobilize an unmanned machine when a disaster occurs, and when information collection at a disaster area is determined. Ž<P>SOLUTION: A disaster detection device 120 outputs a disaster detection signal 101 to a management device 140 when detecting a disaster. A management device 140 outputs the instruction signal of pre-transmission processing to the unmanned airplane 110. An unmanned airplane 110 in a storage state is arranged on a catapult 130, and connected to a catapult terminal 131. The unmanned airplane 110 receives the instruction signal of the management device 140 from the catapult terminal 131, and executes the pre-transmission processing. In the pre-start processing, the unmanned airplane 110 charges a battery, and initializes a positioning sensor for autonomous flight. When a system operator determines that it is necessary to start the unmanned airplane 110 to a disaster area, the pre-start processing has been already performed so that it is possible to immediately start the unmanned airplane 110 to the disaster area, and to collect the information of the disaster area.
