<P>PROBLEM TO BE SOLVED: To increase the output of a geothermal steam turbine while consistently controlling a water level in a condenser. Ž<P>SOLUTION: To the condenser 4 which cools exhaust steam exhausted from the geothermal steam turbine 1 to condense it, cooling water is supplied from a cooling tower 7 while using a cooling water amount adjusting valve 11 for adjusting the amount of cooling water. A condenser water level adjusting valve 6 adjusts the amount of water supplied from the condenser 4 to the cooling tower 7 so that water in the condenser 4 reaches a predetermined water level. At this time, to the extent that the condenser water level adjusting valve 6 can control the water in the condenser 4 to reach the predetermined water level, the vale opening of the cooling water amount adjusting valve 11 is wider during load operation than at starting to increase the output of the geothermal steam turbine 1.
