<P>PROBLEM TO BE SOLVED: To provide an apparatus for uniformly and continuously performing a surface treatment by immersing a steel wire into a treatment liquid, and a treatment method. Ž<P>SOLUTION: In the surface treatment apparatus of a steel wire, a straightening plate for uniformly flowing the treatment liquid is provided to the lower layer of a horizontal type treatment tank, and the treatment liquid is supplied passing through the straightening plate, and a slit where the steel wire is charged is provided at the upper part of the treatment tank. The treatment tank for discharging the treatment liquid from the slit is installed in a holding tank having a treatment liquid discharging part. Further, the apparatus has a mechanism capable of adjusting the length of the treatment tank so as to control the temperature and the flow rate of the treatment liquid, and is integrally installed in a movable truck having a mechanism capable of adjusting a pass line.
