<P>PROBLEM TO BE SOLVED: To provide a program for operating a plurality of virtual machines for executing first and second processings, by different physical CPUs at different CPU time. Ž<P>SOLUTION: A scheduling data setting section 10 sets the allocation time (a second CPU time) of the physical CPU 21 for second processing (CPU bound) sufficiently longer than the allocation time (a first CPU time) of the physical CPU 21 for first processing (IO bound). A scheduler 11 assigns the physical CPU 21 for the first processing to a guest OS 33 by setting the allocation time to the first CPU time, and allocates the physical CPU 21 for the second processing to a guest OS 33 by setting the allocation time to the second CPU time.
