<P>PROBLEM TO BE SOLVED: To reduce electric resistance between a separator and a gas diffusion layer (GDL) while restraining damage on an electrolyte membrane caused by an object eluted out from an adhesive. <P>SOLUTION: A water-repellent material as a fixing material is impregnated into a substrate 44 forming a gas diffusion layer 42, the substrate 44 is brought into contact with the surface on a reaction gas passage 35 (36) side of the separator 20, and the substrate 44 and the separator 20 are integrated with each other by drying them up at an existing state. It is preferable to use a coated material of the separator 20 or the same kind of a material with the gas diffusion layer 42 as a fixing material.
