<P>PROBLEM TO BE SOLVED: To provide a filter device for securing an oil-water separating function in various temperature conditions. Ž<P>SOLUTION: The filter device having a bagged filter body is mounted in a fuel suction part in a fuel tank in communication with the internal space of the filter body. The filter body is formed in a multilayer structure. At least one layer of the filter body is a preventing layer 10a which is constructed to prevent the entry of water in the fuel tank to its inside with pressure operating on the filter body when the water is frozen.
