PROBLEM TO BE SOLVED: To solve the problems wherein halation and dark-area-gradation deterioration have occurred, when a dynamic range within the same visual field of an image to be taken has exceeded that of an imaging section conventionally. SOLUTION: An image gain adjusting device controls the gain of each pixel in an image to be taken. The image gain adjusting device includes: an image photographing section for photographing an image by a designated gain; a luminance value discrimination section for discriminating whether the luminance value of each pixel in an image taken by the image photographing section is within a prescribed preset range; and a gain setting section for repeating a series of operation for photographing an image by the image photographing section until the discrimination results of the luminance value discrimination section of all pixels is within a prescribed range by setting the gain in photographing to be the gain of the pixel concerned when the luminance value of each pixel is within a prescribed range and designating a gain in a direction so that the luminance value of the pixel concerned is within a prescribed range, when the luminance value of each pixel is outside a prescribed range.
