<p><P>PROBLEM TO BE SOLVED: To prevent the occurrence of defects where power consumption exceeds the threshold value, at the end of demand control or repetitive end and start of demand control for a short period of time. <P>SOLUTION: A control section 10 as a controlling means ends demand control, with respect to an environment control apparatus, when the sum of a power estimated to be reduced in the environment control apparatus under demand control and a power measured by a power measuring device 5 is smaller than the threshold and the value measured by an environment measuring device 4 is so changing as to reduce the power consumption by the environment control apparatus.
