<P>PROBLEM TO BE SOLVED: To provide a toner which has curbed adherence to a charge applying material such as a carrier or a regulating blade to thereby prevent flowability of a developer from deteriorating and which is thus capable of forming a high-quality image with high resolution and high definition, and to provide a developer, a developing device and an image forming apparatus. Ž<P>SOLUTION: Images are formed with a developer that fills a developing tank of the developing device in the image forming apparatus. The developer includes the toner containing at least a binder resin, a colorant and a release agent, wherein the release agent has an acid value of less than 4 mgKOH/g, and an amount of the release agent exposed on the surface of toner is 0.5-2.5 wt.% of the total amount of the toner.
