<P>PROBLEM TO BE SOLVED: To provide an air-intake controller rapidly and precisely moving a rotating control target to an arbitrary target position without including a mechanism. Ž<P>SOLUTION: The air-intake controller 1 for regulating an intake air volume flowing into an internal combustion engine at the start of the internal combustion engine, is equipped with: a valve 4 driven by a three-phase motor 50 to rotate to regulate an opening area of an intake passage; a rotating angle detector 17 for detecting a rotating angle of the valve 4; a target position setting unit 16 for setting a target position being a position of the valve 4 at the start of the internal combustion engine; a rotating angle determining unit 13 for determining a rotating route of the valve 4 as any one of a certain region or a residual region depending on an angle ranging from the present position of the valve 4 to a target position thereof; and an inverter controller 10 for controlling, by means of PWM control, a motor current of each of the three phases before the internal combustion engine starts so as to rotate the valve 4 in each of the certain region or in each of the residual region, allowing the valve 4 to be located at a target position.
