<P>PROBLEM TO BE SOLVED: To provide a cleaning blade capable of keeping an end ridge portion from being turned up over a long period and of precisely following changes, such as, decentering of image carrier, an image forming apparatus and a process cartridge. Ž<P>SOLUTION: The cleaning blade 62 comprises a short holder 621, made of rigid material such as a metal or hard plastic, and a short elastic blade 622. A surface layer 623, made of an ultraviolet-setting resin with a graphite hardness of 7H or more and having a layer thickness of 1-50 μm at the end ridge portion, is formed over an entire end face 62a of the cleaning blade 62 and near the end-ridge portion 62c of a lower surface 62b of the cleaning blade, in such a way as to cover the end-ridge portion 62c.
