<P>PROBLEM TO BE SOLVED: To provide a medicinal herb extract usable as a detergent or an antistatic with strong detergency, can provid glossiness to the washed surface. Ž<P>SOLUTION: The medicinal herb extract is prepared by extracting Rumex japonicus and/or Artemisia princeps with reduced water prepared by subjecting water to electrolysis.
