PROBLEM TO BE SOLVED: To regulate rotation about the optical axis of a correction lens of an image blurring correction device, without providing a mechanical mechanism and a driving part. SOLUTION: Thrusts Bp, By of driving a shift base along pitching direction and a yawing direction by the Lorentz force generated from a coil 29 are generated, when the third group lens L3 is displaced by a dp and a dy respectively along the pitching and yaw directions. Restoration forces Cp, Cy, Dp, Dy for returning a magnet 25 to an original position are generated thereby by an attractive force. The By and the Cy, and the Bp and the Dp, act on the same axes as thrust directional axes, but the Cp and the Dy are not on the same axes as those of the Bp and the By. A rotational moment M for rotating the shift base is thereby generated by the Bp and By, and the Cp and the Cy, and the shift base is stabilized at a position of the first angle θ1. The shift base does not contact with a shift moving frame, to adversely affect blurring stabilization, since the first angle θ1 is smaller than the second angle θ2, regulated by a rotational direction restriction part for the shift moving frame 21.
