PROBLEM TO BE SOLVED: To provide a circuit capable of achieving miniaturization and surely reflecting a desired electromagnetic wave. SOLUTION: The semiconductor circuit uses a circuit 51 including a power supply plane 12, a ground plane 11, and line element 1 connected between the power supply plane 12 and the ground plane 11, and at least one end of the line element 1 is connected to the power supply plane 12 through a plurality of vias 4, 7. The plurality of vias 4, 7 are placed in a zigzag shape by arranging the plurality of vias 4, 7 substantially vertically with respect to a travel direction of electromagnetic wave 131 propagating between the power supply plane 12 and the ground plane 11, and deviating adjacent vias 4, 7 in a travel direction of the electromagnetic wave 131 only by a distance of odd number times the quarter of the effective value of the wavelength of the electromagnetic wave 131.
