<P>PROBLEM TO BE SOLVED: To provide a variable cam phase internal combustion engine can establish a prescribed cam phase in restarting after an engine stop even in a failure of an oil pressure regulating valve or the like. Ž<P>SOLUTION: A bypass valve 36 includes a communication groove 36a at an intermediate part thereof, and is slidably retained in a valve retention hole 43a bored on a third vane 43 in parallel with an axial center of an intake camshaft 4. A bypass valve spring 37 is stored in a spring retention hole formed on an axial center of the bypass spring 36 and always energizes the bypass valve 36 to a reed valve 26 side. When oil pressure is discharged from an oil pressure introduction hole 43b, the bypass valve 36 moves in the reed valve 26 side by spring force of the bypass valve spring 37, and communication between both communication oil passages 43c, 43d is provided via the communication groove 36a of the bypass valve 36.
