PURPOSE: A low resistive polymer PTC thermistor and a manufacturing method thereof are provided to prevent the short by including an insulation layer. CONSTITUTION: A low resistive polymer PTC thermistor(100) includes an external terminal(110), two electrodes(130), a conductive polymer(120), and an insulation layer(140). The external terminal connects a component to the outside. Two electrodes are contacted with the external terminal. Two electrodes are formed to flow the current in the conductive polymer. The conductive polymer is positioned between two electrodes. The conductive polymer is made of the conductive filler to give the conductivity by combining the carbon nano tube, and the crystalline polymer material and the metal. The insulation layer surrounds the electrode and the conductive polymer. A part of the external terminal is protruded to the outside of the insulation layer.
