PROBLEM TO BE SOLVED: To correctly detect information leak even if leak data is altered or divided.

SOLUTION: A communication data acquisition section 111 acquires communication data communicated via LAN 810 (a predetermined communication path). A similarity calculating section 132 calculates a similarity between the communication data and comparison data based on the communication data acquired by the communication data acquisition section 111 and the comparison data (predetermined comparison data) input by a comparison data inputting section 121. A leak determination section 133 determines that there is information leak when the similarity calculated by the similarity calculating section 132 is higher than a reference threshold value for leak determination (a predetermined threshold value).
