PROBLEM TO BE SOLVED: To provide a valve timing control device securing excellent startability with its stable phase angle holding performance at a restart of an internal combustion engine. SOLUTION: In the device, excitation of a hysteresis ring 18 imparts electromagnetic braking force to a swirling disc 13 by applying current to a first electromagnetic coil 20 of a hysteresis brake 17, thus changing a relative turn phase between a timing sprocket 2 and a cam shaft 1. After an ignition switch is turned off to stop rotation of the internal combustion engine, a battery power is supplied to the first electromagnetic coil to generate a detent torque at the hysteresis ring. Then, if the battery power is turned off, the hysteresis ring is magnetized under a fixed magnetic field and stably maintains a startup-suitable relative rotation phase of the both, with the detent torque.
