<P>PROBLEM TO BE SOLVED: To provide a technique for suppressing the interference with surrounding base stations. Ž<P>SOLUTION: A femto cell base station 30 performs wireless communication processing with a macro cell base station 10 before wireless communication processing with a terminal device 60. The femto cell base station 30 increases the transmission power till it becomes a minimum transmission power allowing the wireless communication processing with the macro cell base station 10. Furthermore, the femto cell base station 30 starts the wireless communication processing with the terminal device 60 after the transmission power is increased to the minimum transmission power. The femto cell base station 30 considers the minimum transmission power to control the amount of transmission power of the terminal device 60 when starting the wireless communication processing with the terminal device 60.
