<P>PROBLEM TO BE SOLVED: To provide a paper feeding roller and its manufacturing method, preventing paper from being folded and achieving low-cost manufacturing. Ž<P>SOLUTION: An elastic layer 1 before a hub 2 is pressure-fitted therein is such that a peripheral surface has a uniform outside diameter, and a hollow portion has the axial center portion having a uniform inside diameter and both axial ends gradually increased in diameter toward both axial edges. The hub 2 having a uniform outside diameter is pressure-fitted into the hollow portion of the cylindrical elastic layer 1. Thereby, the peripheral surface of the elastic layer 1 is so formed that the axial center portion 1a has a uniform outside diameter and both the axial ends 1b are gradually reduced in diameter toward both the axial edges. A boundary portion 1c between the axial center portion (uniform outside diameter portion) 1a and both the axial ends (portions reduced in diameter) 1b of the peripheral surface of the elastic layer 1 is formed into a rounded shape (having no corner) along an axial direction.
