PROBLEM TO BE SOLVED: To provide an image recognition apparatus of high processing speed and high determining accuracy. SOLUTION: The image recognition apparatus comprises a first resolution conversion unit which reduces the resolution of an input image; an area cutting unit for reading a process area from the output of the first resolution conversion unit; a second resolution conversion unit which makes the resolution of the process area cut out by the area cutting unit lower than the first resolution conversion unit does; and a pattern matching determination unit. After the resolution is reduced in a first step, area cutting is performed. The image recognition apparatus performs pattern matching determination after making the resolution lower in a second step than in the first step. The image recognition apparatus then repeats operations from resolution reduction in the first step to the pattern matching determination until a threshold value is reached in the pattern matching determination.
