PROBLEM TO BE SOLVED: To obtain fuel usable as alternative fuel to fuel for a cement burning furnace etc. from various types of inflammable waste such as waste sludge which is difficult to handle, without burning the inflammable waste. SOLUTION: This system 1 for converting inflammable waste into fuel includes a breaking device 7 for breaking containers such as steel drums 31 filled with waste sludge etc.; a mixing device 8 for mixing broken objects G broken by the breaking device 7 with waste solvent C and reclaimed oil O as liquid fuel; a screening device 9 for screening mixed objects M mixed by the mixing device 8; and a storage device 25 for storing liquid objects L etc. screened by the screening device 9 as fuel. The steel drums 31 filled with waste sludge etc. are broken by the breaking device 7, and the waste sludge etc. is mixed by the mixing device 8 with the waste solvent C etc. together with fragments of the broken steel drums 31, so as to promote dispersion of the waste sludge etc. The mixed objects M are screened by the screening device 9 so as to obtain the liquid objects L usable as fuel.
