<P>PROBLEM TO BE SOLVED: To provide a water turbine governor capable of restricting a condition of a pilot valve wherein a foreign material in operating fluid hinders smooth operation of a pilot valve in operation of a power generating water turbine. Ž<P>SOLUTION: A controller 7 transmits an electric signal to a converter 5 based on an instruction signal instructing operation of a pilot valve 8, and the converter 5 converts the electric signal to a mechanical signal so as to drive the pilot valve 8. The controller 7 computes a deviation between the operation quantity instructed by the electric signal and the real operation quantity of a spool 8a of the pilot valve 8 detected by an operation quantity detecting unit 17, and in the case wherein the deviation is within a set range, the controller 7 outputs an electric signal for operating the spool 8a of the pilot valve 8 in a direction instructed by the instruction signal, and in the case wherein the deviation is out of the set range, the controller 7 outputs an electric signal for driving the spool 8a of the pilot valve 8 in a direction opposite to the direction instructed by the instruction signal for a preset output time.
