PURPOSE: A neutralizing apparatus of recycled aggregate using a promoting neutralization reaction and a method thereof are provided to expand availability of carbon dioxide by storing carbon dioxide to calcium carbonate in the recycled aggregate. CONSTITUTION: A neutralizing apparatus(100) of recycled aggregate using a promoting neutralization reaction includes a chamber body(111), an input opening body(114), a discharge opening body(116), a stirring device(120), and a gas supply device(140). The chamber body includes a neutralization space, an inlet, and an outlet. The recycled aggregate is received in the neutralization space. The recycled aggregate is put into the inlet. The recycled aggregate is discharged to the outlet. The input opening body is arranged on a side of the inlet. The stirring device is installed at the chamber body. The gas supply device is connected with a side of the chamber body. The stirring device includes a stirring pipe, a stirring screw, and a stirring motor.
