<P>PROBLEM TO BE SOLVED: To obtain an apparatus and a method for planning the demand-supply of generators, which can dissolve at least one restriction between a restriction on the number of times of start and stop and a restriction on the amount of fuel consumption and enables a system operator to confirm the propriety of the results related to the tackling treatment of constraints. <P>SOLUTION: A most-economical-plan settler 13 makes the most economical demand-supply plan to a plurality of generators due for planning, and gets information about an initial demand-supply plan that prescribes this demand-supply plan. A section 14 for dissolving the violation of constraints on the number of times of start and stop executes the dissolution of the violation of constraints on the number of times of start and stop to a power generating unit which has violated the constraints on the number of times of start and stop, based on the information about the initial demand-supply plan by the most economical plan settler 13, and gets information about the final demand-supply plan that dissolved the violation of the constraints on the number of times of start and stop finally, while getting the information about intermediate demand-supply plans in order.
