PROBLEM TO BE SOLVED: To provide a small and lightweight fiber aggregate and a fabricating method of the fiber aggregate. SOLUTION: The fiber aggregate 200 contains fine carbon fibers 21, fine boron nitride fibers 22 that are formed by substituting carbon atoms of the fine carbon fibers 21 by boron atoms and nitrogen atoms, and boron-containing fine carbon fibers 23 that are formed by at least partially substituting carbon atoms of the fine carbon fibers 21 by boron atoms. The fine boron nitride fibers 22 form an outer layer portion of the fiber aggregate 200. The fiber aggregate 200 is formed by twisting fine fibers 21, 22, and 23, which constitute the fiber aggregate, together. The fine carbon fibers 21 are carbon nanotubes.
