<P>PROBLEM TO BE SOLVED: To provide a developing device in which first, a user is made less likely to touch a filter in toner is clogged when the user replaces the developing device, second, toner is prevented from scattering even when it passes through the filter, and third, the filter is prevented from being clogged with developer, and to provide a process cartridge and an image forming apparatus. <P>SOLUTION: The developing device includes: a pressure reducing section 60 that has a space surrounded by walls in the developing device 5 and also reduces the internal pressure of the developing device 5; and a filter 63 installed in the pressure reducing section 60. The pressure reducing section 60 has: a suction port 61 that is open above a developer conveying member 55 and in the area where a developer carrier 51 and the developer conveying member 55 face each other; and an exhaust port 62 that is open toward the lengthwise end side of the developing device 5.
