<P>PROBLEM TO BE SOLVED: To provide a reduction apparatus used for reducing a target substance, and a method of making magnetic water using the same. Ž<P>SOLUTION: The reducing apparatus is equipped with a placing stand 20 for placing a PET bottle 30 and a rotary magnetic field-generating part 10 for reducing the water A in the PET bottle by a rotary magnetic field. The rotary magnetic field-generating part has the respective phase coils 11a and 11b fixed on the placing stand in two stages upper and lower and a power supply 12 for generating the respective currents flowing through the respective phase coils for the purpose of generating the rotary magnetic field in the respective phase coils.
