PURPOSE: A neutralizing apparatus of recycled aggregate using a promoting neutralization reaction and a method thereof are provided to improve productivity by promoting a neutralization reaction while penetrating carbonated water into the recycled aggregate. CONSTITUTION: A neutralizing apparatus(100) of recycled aggregate using a promoting neutralization reaction includes a chamber body(111), an input body(114), a discharge body, an agitating device(120), a carbonated water molecular device(140), and a dehydration device(150). The chamber body includes an inlet, a neutralization space, and an outlet. The input body is arranged on a side of the chamber body. The discharge body is arranged on the other side of the chamber body. The agitating device is installed at the chamber body. The carbonated water molecular device is connected with a side of the chamber body. The dehydration device connected with the outlet dehydrates the recycled aggregate.
