PURPOSE: A high strength steel plate is provided to secure a dislocation density more than fixed quantity after a SR processing. CONSTITUTION: A high strength steel plate with internal stress removal and improved and low temperature joint toughness comprises 0.10~0.16% C, 0.05~0.50% Si, 1.3~1.9% Mn, 0.01~0.05% Al, 0.005~0.025% Ti, 0.005~0.025% Nb, 0.005~0.06% V, 0.05~0.25% Cr and 0.003~ 0.01% N. A remnant of the high strength steel plate is made of iron and inevitable impurity.
