<P>PROBLEM TO BE SOLVED: To control power consumption by performing an intermittent operation during a light load, to control to the minimum a fluctuation of an output voltage in the case that a load current increases rapidly from a light load state, and to reduce rigging. Ž<P>SOLUTION: Comparators 105 and 104 to compare a feedback signal Vfb insulating an output brought from an error amplifier 123 by a photocoupler 108 with first and second set voltages V1 and V2 are provided, a relation between the first set voltage and the second set voltage is settled as V1>V2, an output of a driving pulse brought from a driving circuit 101 is stopped when the Vfb falls below the V1, and an output of an operation voltage brought from a first power supply circuit 103 is stopped when the Vfb falls below the V2.
