Provided is a transcoder abnormality monitoring apparatus capable of detecting any operative abnormality in and/or any image quality degradation of a transcoder without decoding any input compressed image data and any output re-compressed image data. A transcoder monitoring apparatus for monitoring the operation of a transcoder that performs a recompression coding of a coded image stream comprises a first decoding means for decoding an intra-picture compression-coded image stream in a first coded image stream; a second decoding means for decoding an intra-picture compression-coded image stream in a second re-compression coded image stream; and a data comparing/monitoring means that receives as inputs the image data as decoded by the first decoding means and the image data as decoded by the second decoding means to compare and evaluate these two image data, thereby estimating a degradation of the output image data to detect an operative abnormality of the transcoder.
